I first heard of The Exchange Stabilization Fund while reading Ron Paul's End The Fed. Dr. Paul says it is a slush fund originally funded by all the gold confiscated by Roosevelt's Executive Order 6102. It is not under the control of or answerable to Congress or the President. Interesting.
